He was one of the most prominent figures in Argentine political life in the second half of the 19th century. He was a politician, military man, historian, writer and publicist. He was president of the country between 1862 and 1868. In 1870 he founded the newspaper La Nación Argentina. He was also the author of two fundamental works of Argentine historiography: Historia de Belgrano y la Independencia Argentina and Historia de San Martín y la Emancipación Sudamericana.
